Mozambique: Deputy Foreign Affairs Minister in Lusaka for AU meeting

The Deputy Minister of Foreign Affairs and Cooperation, Manuel Gonçalves, will from today participate in the 41st Ordinary Session of the Executive Council of the African Union (AU), which is sitting in Lusaka, Zambia, until Friday, Notícias reports.

The Executive Council’s agenda includes the assessment of the implementation of the new structure of the departments of the African Union Commission, the status of implementation of the guidelines on elections in the time of Covid-19 and analysis of the reports of the specialized technical committees of the continental organization.

41st Ordinary Session of The Executive Council Summary of the Agenda Items

The African Union’s Executive Council will meet in its 41st Ordinary session from the 14th to the 15th July.

Among others, the meeting will consider reports on:

The conference of state parties of the African Medicines Agency (AMA) on the hosting of the AMA headquarters;

Phase one and two on the operationalisation of the Africa CDC and the financial sustainability of the Africa Epidemics Fund;

The implementation of the transition plan including quota system, audit skills and emergency recruitment plan;

The mid-term implementation report of the African Union theme of the year for 2022 on nutrition;

Appropriate level of funds to be used under the crisis reserve facility of the AU Peace Fund. It will also consider various reports of its committees.

The Executive Council will elect and appoint two judges of the African Court on Human and Peoples’ Rights; one member of the African Commission on Human and Peoples’ Rights; two members of the African Union Advisory Board Against Corruption; one representative of Southern Africa for the 5th Panel of the Wise, and appoint members of the AU Board of External Auditors.

Further, the Executive Council will consider the draft working documents and declaration of the 4th Mid-Year Coordination Meeting between the African Union, the Regional Economic Communities and the Regional Mechanisms.

These documents include; the Report on the Status of the Regional Integration in Africa and the Report on the Division of Labour Between the AU, RECS/RMS and Member States. The ministers will consider the Success Story of INTER-REC Cooperation based on the Tripartite FTA Between COMESA, EAC SADC and the EAC. They will hold a High-Level Reflection and Policy Orientation on evaluation of the First Ten Year Implementation Plan and elaboration of the Second Ten Year Implementation Plan of the African Union’s Agenda 2063 development framework; and consider the draft agenda as well as the draft declaration of the 4th Mid-Year Coordination Meeting between the AU, the RECs and RMs.

On the 16th of July, a pre-launch event of the inter-regional knowledge exchange (I-RECKE) on Early Warning and Conflict Prevention will be held. I-RECKE is an institutional community of practice for intra-continental and cross-regional learning to build peace. It is a Pan-African mechanism for developing, capturing and documenting knowledge and also sharing lessons learned, and experiences on governance and conflict prevention on the continent.

The 17th of July will see the holding of the 4th Mid Year Coordination Meeting between the bureau of the AU Assembly and Regional Economic Communities (RECs), with the participation of the Chairpersons of RECs, the AU Commission and Regional Mechanisms (RMs), with the aim of aligning their work and coordinating the implementation of the continental integration agenda.

During the ongoing meetings, the host country will launch the Zambia water investment programme and high level water investment forum, and hold a meeting on strengthening public health emergency operations centers in Africa. It will also launch the education plus initiative for adolescent girls and young women’s empowerment in sub Saharan Africa.
