Mozambique: Defence Minister in Windhoek for Extraordinary SADC Organ Troika Summit

The Minister of National Defence, Cristóvão Chume, is representing the President of the Republic, Filipe Nyusi, at a Southern African Development Community (SADC) Extraordinary Organ Troika Summit taking place in Windhoek, Namibia, this Tuesday.
Among other matters, the summit will assess the political and security situation in the region, including efforts to combat terrorism in Cabo Delgado, Mozambique.

Hage G. Geingob, President of the Republic of Namibia will chair the Summit in his capacity as the Chairperson of the Organ on Politics, Defence and Security Cooperation. The Organ Troika Summit, comprising the Republics of Namibia (current Chair of Organ), Zambia (Incoming Chair of the Organ) and South Africa (Outgoing Chair of the Organ) is expected to discuss and find ways of addressing the political and security situation in the SADC region.
The Organs incoming chairperson and outgoing Chairperson are expected to present their reports at the summit. Zambia’s President Hakainde Hichilema is the incoming Chairperson of the SADC Organ taking over from South Africa’s President Cyril Ramaphosa.
The SADC Organ on Politics, Defence and Security Cooperation was established in 2001 as an Institution responsible for promoting peace and security in theSADC region. It is mandated to steer and provide Member States with direction regarding matters that threaten peace, security and stability in the Region. It is coordinated at the level of Summit, consisting of a Chairperson, Incoming Chairperson and Outgoing Chairperson, and reports to the SADC Summit Chairperson.
The SADC Summit and Organ Troika Summit are mutually exclusive; and, the Chairperson of the Organ does not simultaneously hold the Chair of the Summit. The Organ structure, operations and functions are regulated by the Protocol on Politics, Defence and Security Cooperation. Like the Summit chair, the Organ chair rotates on an annual basis.
The Troika system operates at the level of the Summit, the Organ on Politics, Defence and Security Cooperation, the Council of Ministers and the Standing Committee of Senior Officials.
SADC is a Regional Economic Community comprising 17 member states in Southern Africa. They include Angola, Botswana, Comoros, Democratic Republic of the Congo, Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, United Republic of Tanzania, Zambia and Zimbabwe.
