Mozambique: Bial sells Medimport to CFAO Healthcare

A Maputo court has issued an injunction suspending the decisions taken by the leadership of the Confederation of Mozambican Business Associations (CTA), which would have barred the Mozambican Chamber of Commerce (CCM) and its chairperson, Alvaro Massingue, from taking part in the election of the CTA president scheduled for 8 May.
In its attempt to prevent Massingue running for CTA President, the CTA Board of Directors accused him of interfering in the organization of the elections “through a scheme of massive regularization of membership fees with funds of obscure origin, affecting the institutional integrity of the CTA and damaging the principle of fairness and transparency.”
The main accusation against Massingue is that he paid membership fees in arrears for dozens of CTA affiliates. Massingue denies the accusation – but adds that, even if it were true, there is nothing illegal about paying somebody else’s membership fees.
But the Fifth Section of the Kampfumo Municipal District Court found that the decisions taken by the current CTA Board, chaired by Agostinho Vuma, suffered from various procedural errors, of which the most important was the failure to allow Massingue to defend himself.
The upshot is that the decision to bar Massingue from standing in the election is no longer valid – although the CTA Board can appeal against the court ruling within eight days. The court will hear both sides on 5 May.
In an attempt to bypass the court, the governing bodies and former chairpersons of the CTA set up a working commission to “pacify” the relationship between the CTA board and Massingue.
According to the businessman Paulino Cossa, speaking to reporters on Thursday after a meeting of CTA former chairpersons “The main aim of the reflection was for the board of directors to be advised by individuals with greater relevance in the organization.”
He explained that the measures set up for advising the current board of directors may open space for Massinga to participate in the elections as a candidate. However, he did not reveal when the working commission would present its results.
