Mozambique: Civil servants told to return permanently to Mocímboa da Praia – Carta

The Permanent Secretary of Mocímboa da Praia, João Joaquim António Saraiva, on March 16 issued an order summoning all civil servants (state officials and agents – FAES) to return to the district headquarters village.
The note does not provide further details, but is one of several documents issued by local authorities demanding that the FAES return. Most of them, however, are still sceptical about returning, as there are still pockets of terrorist violence in districts such as Ibo and Macomia.
The document reads: ” I have the honour to inform all State Officials and Agents of this government in the district of Mocímboa da Praia, the definitive return to the district of origin. Therefore, we urge compliance with the guidelines for due purposes.”
Following its last visit to Cabo Delgado, a delegation from the Council of Ministers, led by Minister of Labour and Social Security, Margarida Talapa, recommended to the provincial government that, before the population was recommended to return to their areas of origin, it should ensure the presence of all state officials and agents necessary to restore public services.

Last week, the Provincial Directorate of Transport and Communication announced the opening of the Pemba/Mocímboa da Praia road, passing through Macomia. Journeys would however be escorted, but carriers are still reticent, due to security concerns.
The General Staff of the Armed Forces for Defence of Mozambique (FADM) has recently dispatched various medical specialists to Cabo Delgado to support the forces present in the field, along with the people who reside and arrive there. The group of specialists is already at the Northern Operational Theatre (TON) even against the wishes of many, we learn from reliable sources in the sector.
