The President of Mozambique, Daniel Chapo, on Thursday demanded that civil servants “simplify”, rather than be “experts in complicating matters”, and called for transparency, respect and humility in the provision of services to citizens.
“We have colleagues who are experts in complicating [matters], it’s as if they attended a Faculty of Complication, they are complicating things for citizens every day, everywhere we are,” the Mozambican president said, speaking ironically during a visit to the Ministry of Finance in Maputo.
For Daniel Chapo, it is necessary for civil servants to become experts in “simplifying”, in order to “facilitate and clarify with transparency, respect and humility” the concerns of citizens.
According to the head of state, the simplification of tax obligations is an important part of this process, serving to create an environment in which taxpayers are treated with “respect, justice and dignity, and feel proud to do their part”.
Daniel Chapo also argued that expanding and modernizing the tax base is “an emergency, not an option”, and is also a government imperative.
“Modernization is more than just digitalization; it is about simplifying, facilitating, providing clarity and transparency to citizens, explaining things with humility, responsibility and competence, and not complicating things,” the head of state pointed out.

Mozambique will increase tax audits, tax online sales and include 200,000 new taxpayers as part of its strategy to mobilize domestic revenue, according to the budget proposal for 2025, recently approved by parliament, the first under the government of Daniel Chapo, who was sworn in as the fifth President of the Republic on January 15.
According to the Economic and Social Plan and State Budget (PESOE) 2025, promulgated on Monday by Daniel Chapo, “on the revenue side, reforms will be implemented to broaden the tax base and improve efficiency in the collection of tax revenue”.
These reforms, according to the document, include “strengthening the institutional capacity of the Mozambican Tax Authority with a view to improving the levels of efficiency and effectiveness of the tax system”, optimizing the taxation of digital transactions and “strengthening the control of the application of reference prices in the export of mineral and agricultural products”.
It also foresees “modernizing the taxation mechanisms of the digital economy”, with “special emphasis” on the taxation of commissions of electronic money agents and institutions, and of tourist agents “within the scope of digital transactions and the VAT and ISPC framework of economic agents that carry out online sales of goods and services”, with the aim of “strengthening the institutional capacity of the Mozambican Tax Authority with a view to improving the levels of efficiency and effectiveness of the tax system” in 2025.
