Former President of Mozambique Joaquim Chissano says that it is vital to convince the leader of the Renamo Military Junta to join the DDR process, adding that, eventually, Mariano Nhongo may be afraid.
The former head of state was invited to the Ombudsman’s office to talk about the body’s role, but the dominant theme in the interview with journalists was the security situation in the country, starting with the prevailing lack of understanding between Mariano Nhongo and the government.
Chissano argues that the greatest difficulty is access to the leader of the Renamo Military Junta, and that, if his location is known, the best thing would be to explain to Nhongo his legal rights and limitations.
The former President also spoke of the need for support in combating the attacks in Cabo Delgado, showing optimism regarding the steps being taken, and saying that the government is following the right path.
Asked about the role of the Ombudsman, Chissano lamented the lack of cooperation from public institutions.
Replying, Ombudsman Isaque Chande outlined the main challenges he faces in the exercise of his duties, while noting that the delay in responding to citizens’ complaints, and in attributing the Right of Use and Exploitation of Land, was decreasing.
The office of Ombudsman was introduced into the Constitution of the Republic by the government of Joaquim Chissano in 2004, and exists to safeguard compliance with the law and act as an intermediary in the relationship between citizen and the public administration.
