Mozambique: Government suspends four public tenders for non-compliance with law - AIM

The Mozambican Minister of Transport and Logistics, João Jorge Matlombe, told Lusa today that Mozambique will sign contracts with a Chinese company to build the access roads to Inhambane province and to the port of Beira.
Matlombe explained that he will sign the contracts on Wednesday with state-owned China Road and Bridge Corporation (CRBC) ,one involving “direct financing” and the other a public-private partnership (PPP).
CRBC will build a road almost 78 kilometres long to improve access to the province of Inhambane, in southern Mozambique, which the minister described as “an important tourist area”.
Matlombe admitted that the cost of the project “will actually be borne by the state itself”, since “there is no demand that justifies a PPP or direct private investment”.
The minister argued that, contrarily ato the Inhambane road case nd according to a study already carried out, the road connecting to the port of Beira, “from the point of view of the business model, allows any investor to recover the investment”.
Minister Matlombe stressed that the port of Beira “is one of the largest in the southern part of the country” and that the new access will be “an alternative corridor” that will facilitate, for example, “the exit of trucks from the port” to neighbouring Zimbabwe.
Joao Matlombe was speaking on the sidelines of a session of the 16th International Infrastructure Investment and Construction Forum & Exhibition which is taking place in Macau until Thursday.
Matlombe further revealed that he has already scheduled at least five meetings in Macau with members of the governments of Botswana, Angola, Cape Verde and the Democratic Republic of Congo (DRCongo). On the table will be the logistics corridor in the northern part of Mozambique, which connects Malawi, Zambia and DRCongo, to “capitalize on the use of the port of Nacala”, the minister said.
Matlombe revealed that the Mozambican Minister of Public Works, Housing and Water Resources, Fernando Rafael, has also travelled to Macau, a semi-autonomous Chinese region.
The Minister of Transport and Logistics said that, during his stay in Macau, his government colleague “will also sign some agreements for the programme of mass social housing for young people”.
At the end of May, Fernando Rafael recalled that more than 80% of the Mozambican population lives in informal settlements and admitted that less than 5% of young people have access to formal housing credit in the country.
Rafael added at the time d that “Mozambique faces a critical housing deficit of over 2.7 million units” and that the difficulties are felt mainly by young people.
At the beginning of April, the Hong Kong company Phoenix International Group began building 6,000 apartments for young people on the outskirts of the capital, Maputo.
At the start of the works, the Mozambican president, Daniel Chapo, said that the new government, in office since January, wants to attract national and foreign investment to build affordable housing.
