President of the Republic, Daniel Chapo, said in a meeting with state employees and agents in Pemba, Cabo Delgado, this Wednesday, that there is already money for the payment of overtime and half-time shifts in the Education and Health sectors, whose employees have repeatedly stopped work as a way of putting pressure on the government, and that payment would begin “within this week or next week”.
Daniel Chapo assured that the government had already transferred the resources to the provinces so that they, “within this week or next week, can begin to pay overtime and half- time shifts”, in phases, to Education and Health employees. Speaking at a meeting with civil servants and agents of the State in the city of Pemba, Cabo Delgado province, the President of the Republic said there was a need to “resume important administrative acts, such as promotions, progressions and career changes, which have been stagnant for some time”.
Chapo said he was already aware of the main concerns of civil servants and assured them that the executive was committed to finding concrete answers. He said that, after the approval of the 2025 budget, the government would work to implement these measures and reaffirmed its commitment to gradually resolve the concerns of civil servants and continue to promote peace and harmony in the country.
“We have to build this Mozambique in a harmonious way, in peace. We will continue to work to re-establish peace, political and social harmony and resolve all our concerns as civil servants gradually and continue to grow,” he concluded.
Regarding the payment of the thirteenth salary, which was one of the biggest concerns of public servants, Chapo assured that this issue had already been resolved. He addressed the payment of February salaries, the process of which is already underway. “I know that one of the biggest concerns we had as public servants was, for example, the problem related to the payment of the thirteenth month, and this is a matter that has already been resolved. Then we had the challenge of paying the February salary, which is already underway,” he stated.
Another issue highlighted was the delay in the remuneration of newly hired employees, especially in the Education and Health sectors, due to the bureaucratic processing of the Administrative Court visa. The head of state pledged that the situation would be discussed with human resources managers to find a faster and more effective solution.
“We know that there is another concern at the provincial and district level, mainly in Education and Health, where there are colleagues who participate in a competition, are then placed, start working, but, between the start of work and the start of salary payments, there is a very long gap,” he explained.
