Edson Macuácua, president of the Technical Commission responsible for guiding the Political Commitment for an Inclusive National Dialogue, said yesterday that everything was ready for the launch of the public consultation phase both in the country and in the diaspora.
The ceremony, which will be presided over by the President of the Republic, Daniel Chapo, will take place this Wednesday afternoon (10-09) in the capital, Maputo.
Chapo held a meeting in Maputo yesterday (09-09) with the political parties that signed the political commitment to an inclusive national dialogue, an instrument that aims to contribute to greater political stability and accelerate economic development in the country.
At the end of the meeting, Macuácua, who is also the spokesperson for the Technical Commission, told the press that during the meeting, very important instruments were approved to streamline the dialogue process.
He noted that the final composition of the Technical Commission for the Implementation of the Inclusive National Dialogue was approved yesterday, with the inclusion of three individuals from civil society.
“With this decision, taken today (Tuesday September 9), everything is ready for us to hold the public launch of the national consultation within the scope of the inclusive national dialogue,” Macuácua stated.
He announced that the launch ceremony would include, first, the presentation of the Technical Commission and second, the presentation of the methodology of the inclusive national dialogue, so that citizens can understand the procedures and the entire architecture of the process.
Mozambicans, Macuácua added, should also this Wednesday know the steps for participating in the national dialogue and how inclusion in the dialogue process will be implemented.
“Third, we will have a speech by the representative of the cooperation partners. Fourth, we will have a speech by the president of the second most-voted-for party [Albino Forquilha, president of the Optimistic People for the Development of Mozambique (PODEMOS) party] representing the signatory parties, and finally, we will have the highlight, which is the keynote address,” he stated.
Chapo will preside over the ceremony and will also launch the public consultation process for the inclusive national dialogue.
In addition to Macuácua, the Technical Commission includes the other 17 members appointed by the signatory political parties and three from civil society.
The vice-president of the Technical Commission is professor and former member of parliament, Alberto Ferreira, from PODEMOS, the country’s largest opposition party.
Saimone Macuiana, a member of the second-largest opposition party in the Assembly of the Republic, Renamo, is the rapporteur, and the deputy of the Democratic Movement of Mozambique (MDM), the third-placed opposition party, Laurinda Cheia, was appointed deputy rapporteur.
“The ten working groups that will produce and develop proposals to be considered by the Technical Commission and subsequently submitted for consideration by the political leadership of the inclusive national dialogue process were also approved,” Macuácua said.
He then explained that the working groups are each composed of ten individuals, including individuals selected from the recently launched public invitation process. These individuals are citizens from civil society, academia and the private sector who expressed their interest in participating in the dialogue process.
The signatory political parties each appointed two representatives, as well as experts from the Ministries whose areas of activity include matters covered by the inclusive national dialogue.
The Technical Commission also includes Johane Zonjo of Frelimo; Fátima Abdulmanafe Sufo Jovo of PODEMOS; Ivone Soares of Renamo; Casimiro da Cruz Pedro of the MDM; Nunes Nenele and Sandra Manjate of the Democratic Revolution (RD); Vânia Nhantumbo and Quivela Cornélio of PAHUMO; Alberto Macie and Elias Matsimbe of PARESO; Ernesto Cossa and Kelven Quenesse of PARENA; and Albino Manguene and Berta Muiambo of New Democracy.
The Technical Commission expects to spend a total of 91,471,200.00 meticais, of which 48 million meticais will be allocated to attendance fees; 34,545,000.00 meticais for payment of services; 5,170,000.00 meticais for the acquisition of goods; 2,844,000.00 meticais for the payment of per diem allowances within the country; 883,200.00 meticais for the purchase of fuel and lubricants; and 29,000.00 meticais for the payment of communication expenses.
