Mozambican President Daniel Chapo has called on private businesses to take greater responsibility for channelling deductions from workers’ wages to the social security system.
According to Chapo, who was speaking on Thursday during the inauguration of new facilities of the National Social Security Institute (INSS) in the southern city of Matola, companies and employers must channel their deductions to the social security system, because it is a legal obligation.
The President explained that fulfilling these obligations is not only a legal duty, “but also a moral one, considering that the social security system represents an essential pillar of stability and hope for workers.”
“The deductions made today should be seen as an investment that will guarantee support for workers in the post-work phase. Tomorrow we may be retired or, in the event of a misfortune, we have the social security system to turn to”, he said.
For year after year, Mozambican trade unions have complained that employers are failing to send contributions to the INSS. Money is deducted from workers’ wages, but is never forwarded to the INSS – which is a way of employers stealing money from their own work force. The result is that the workers affected are unable to claim the benefits owing to them.
Chapo also called on the INSS to be prepared to meet the challenges of the future and reaffirmed the government’s commitment to broadening the national contribution base, and to promoting a more robust and inclusive system.
The building inaugurated by the President is equipped with a conference centre, meeting rooms and service rooms, among other compartments.
“This is a concrete response to the needs of the population of Maputo province, and particularly the city of Matola. The new unit is part of the modern model adopted by the INSS for its provincial offices. Similar facilities have already been inaugurated in Sofala, Inhambane, Nampula and Niassa provinces”, he said.
Since 2020, the INSS has built and put into operation 11 district offices and 34 service points across the country. Work is currently underway on a further 14 district offices and 27 posts.
In terms of coverage in Maputo province, by the first half of 2025, the system had 21,616 contributors, 525,900 beneficiaries, 6,363 self-employed workers and 19,680 pensioners.
Nationally, the INSS has 193,042 contributors, 2,726,271 beneficiaries, 55,800 self-employed workers and 135,145 pensioners.
