The ships, from India and Malta, suffered serious damage, but there were no reports of any casualties.
One ship was carrying 19,000 tonnes of containerised cargo destined for Dubai, while the second, loaded with coal, was heading into Beira to pick up a further consignment.
The Sofala provincial maritime administrator, Catarina Vasco, said that a team of experts from the Ministry of Transport will arrive in Beira on Thursday to head the inquiry into the causes of the accident.
She added that the collision occurred at about 07.00, 22 nautical miles from Beira port. Although the cause has not yet been established, there was heavy fog in the area at the time.
Vasco said that operations are now under way to remove the two damaged ships from the site of the accident, so as not to affect shipping in the Beira access channel.
