Mozambique’s Technical Commission for an Inclusive National Dialogue will begin on Monday to receive proposals for candidates to fill the three places reserved for figures from civil society on the commission.
Candidate may be proposed in person or virtually, and their paperwork should be delivered to the provincial Secretaries of State by 30 June.
The chairperson of the commission, Edson Macuacua, cited in the independent daily “O Pais”, has guaranteed that the selection of the three civil society figures will by transparent and inclusive. “In the selection we shall prioritise balance, and gender and regional representation”, he said. “Since there is a great willingness of civil society figures to join, we want to ensure that the selection will be careful and transparent”.
“We shall choose, taking into account the profile of the figures proposed, their experiences, their knowledge, and their capacity to represent all citizens as best as they can”, he declared.
Macuacua said a phase of public consultation will follow. “There will be two rounds of consultation”, he explained. “In the first, the commission will go to the provinces to hear from all the living forces of society”.
“In this first consultation, the commission will be carrying absolutely nothing”, he said. “The Commission is prepared more to listen than to speak. We are creating space so that stakeholders, be they citizens or civil society, can question, pose their ideas, their opinions, their experiences, and their knowledge”.
The civil society members of the commission will be vastly outnumbered by political appointees. There are 18 members of the commission from nine political parties. Several of these are tiny organisations which most Mozambicans have never heard of, but who scraped up enough votes last year to win a handful of seats on provincial assemblies.
