The defence industries of Turkey and Mozambique will start cooperating, including the supply of Turkish equipment, according to an agreement between the two governments to which Lusa had access on Tuesday.
“The objective (…) is to establish cooperation in the area of defence industry between the parties, improving capabilities (…) through more effective cooperation in the areas of development, production, acquisition, maintenance of defence goods and services and relevant technical and logistical support,” reads the text of the Defence Industry Cooperation Agreement between the governments of the two countries.

“This agreement covers the principles of mutual cooperation activities in the area of defence industry between the parties or government agencies or private organisations approved by the parties,” it adds.
The agreement was signed in Ankara during Mozambique’s defence minister, Cristóvão Chume’s visit to Turkey in September 2023, and ratified by Mozambique’s Cabinet by resolution on March 14.
“Cooperation will be carried out on the basis of the procedures, interests and needs of the parties on the principle of reciprocity,” it reads, also providing that “in principle, the parties will cooperate only in areas related to their own defence industries.”
“The inclusion in cooperation of matters of interest to third parties will be possible by mutual agreement between the parties,” it adds, designating the Turkish Defence Industry Agency and Mozambique’s Ministry of National Defence as the relevant authorities for implementing the agreement.

The agreement is valid for five years and can be automatically renewed for successive three-year periods at the will of both parties, and will also involve the creation of a joint commission with representatives from both countries.
The Mozambican government has signed a cooperation agreement with the Turkish Defence Industries Agency (SSB), which wants to invest in Africa, the president announced last September.
“We are determined to raise the flag of our defence industry in Africa,” wrote the chairman of the Turkish SSB agency, Haluk Gorgun, on the social network X (formerly Twitter), after receiving Mozambique’s defence minister, Cristóvão Artur Chume, on September 7, 2023.
The Turkish defence industry has its own projects in military aviation, armaments, combat vehicles and naval assets.
Minister Cristóvão Artur Chume was also received on this visit by Turkey’s defence minister, Yasar Guler, at which meeting a Military Framework Agreement was signed between the Republic of Turkey and the Republic of Mozambique.
