Mozambique: Excluding Mondlane from post-election dialogue would be "a serious mistake"

The Attorney General of the Republic will go to the Assembly of the Republic this Wednesday to present her annual report for 2023. Among other topics, the parliamentary benches expect to hear from Beatriz Buchili about the progress in solving kidnappings, terrorism, and responding to resources related to municipal elections.
The year 2023 was marked by several social, political, and economic events, and the Attorney General cannot overlook them during her usual annual report to Parliament.
This Wednesday, at 9 a.m., Beatriz Buchili will be on the podium of the “House of the People” to speak to Mozambicans about the state of justice in the past year.
Regarding crime, the 2022 report pointed out some progress in combating corruption in the Public Service, confirmed the involvement of prosecutors and even agents of the National Criminal Investigation Service in the crime of kidnapping, however, crimes persist. Therefore, the deputies, who granted an interview to the newspaper O País, expect clarifications on Wednesday and Thursday.
The Mozambique Democratic Movement (MDM), represented by deputy Fernando Bismarque, says that despite acknowledging the involvement of those who should be the guarantors of justice in criminal acts, the Attorney General fears to do her job.
“I saw a lack of courage from the Attorney General here, to accuse those involved, both prosecutors and judges, SERNIC agents, and others. But she also talks about a lack of cooperation from South Africa and other foreign jurisdictions, but I think these institutions do not trust our justice system because it has been too lenient towards the powerful and weak against the strong,” because despite some progress, our justice system continues to be erratic.
Similarly to Bismarque, Feliz Silva, spokesperson for the Frelimo parliamentary bench, believes that Beatriz Buchili’s presence in the house considered the house of democracy should also serve to clarify the application of assets recovered from criminal acts.
Silva makes this statement considering the creation of the Asset Recovery Office, which is already doing its work, despite challenges.
“We know that, regarding recovery, we are on the right track, but we are concerned about the management of these assets because, until the last report (2022), the AG’s office complained about the lack of regulation of the asset management component that is recovered, but if they are not recovered, nothing will have been done.”
Frelimo also expects clarification on the treatment given to the cases submitted to the AG’s office resulting from the October 11 electoral process.
Corruption in the Public Service, kidnapping crimes, and other ills are also part of Renamo’s expectations, but what raises their concern is the trafficking and indiscriminate consumption of drugs in the country. Hence, they hope this issue will be debated.
“There are seizures that are revealed by the media, but then they are subtracted without revealing the names of the people who lead the use or trafficking of these products. This means that the titanic fight being made to remove the country from the gray list will not work because the modus operandi increasingly justifies that crime in Mozambique pays off.”
The lack of financial, human, and material resources has been pointed out in the last three AG reports as challenges in combating various crimes, however, opposition benches demand more effort and commitment from the judiciary sector.
It will be two days: the first for reading the AG’s report and the second for questions from deputies, and we, the newspaper O País, will follow all the developments.
