Forestry licensing through the Sistema de Informação Florestal (SIF) [forestry information system], to better monitor and manage forest resources, has begun throughout Mozambique.
According to National Director of Forests, Imede Falume, the initiative also aims to ensure the standardisation and alignment of forestry operational and management processes, promote transparency and ensure compliance with recently approved legislation.
Flume explained that this process is affecting the issuing of forest exploitation licenses because the approval of the new legal framework, coming into force in December, 2024, established new rules for forestry licensing.
“This involved the approval of instruments that complement the current legislation, such as the resolution that defines timber exploitation quotas (23 May 2025) and the diploma that approves the Forestry Exploitation License models (3 June 2025),” Falume explained.
Forestry licensing via the new SIF platform is also being constrained by the need for forestry operators to adapt to the new rules for forestry exploitation, which involve the preparation of an exploitation plan and the geo-referencing of the areas to be exploited.
