Mozambique: Man detained at airport on suspicion of trafficking 16 others to Vietnam - report

An employee of the Tax Authority in Nampula and two security guards from a private security company are currently being detained on accusations of illegally selling Taxpayer Single Identification Numbers (NUIT).
According to the Provincial Office for Combating Corruption in Nampula, which ordered the arrest of the three individuals, the official was assigned to the sector where NUITs are issued, while the security guards were on duty at the delegation of the Tax Authority.
According to the source, the official in question, whose identity was not revealed, repeatedly told citizens applying for the NUITs that there was no IT system operational for issuing them, while prompting the security guards to approach applicants outside the institution, promising to resolve the impasse by alternative means on payment of 100 meticais.
Once the amount was paid, the security guards would take a copy of the user’s Identity Card into the institution, from where they would return, almost instantaneously, with the printed NUIT declaration.
The money deriving from the scheme was divided among the three participants at the end of each working day.
The Provincial Office for Combating Corruption became aware of the scheme through an anonymous tip-off, and detained the trio in flagrante delicto – in possession of money and several printed NUIT documents.
