The government and main opposition party, Renamo, are negotiating the integration of the opposition guerillas into command positions in the defence forces, police and information services as part of the peace negotiations.
Patrício José said that the country had to be able to anticipate outbreaks of military instability so as to avoid future conflicts.
Although the government and Renamo signed a peace agreement in 1992, the country had had repeated cycles of military violence caused by electoral problems.
Last month the president of Mozambique presented an alteration to the constitution to expand the decentralisation of power following an understanding with the Renamo leader as part of a lasting peace.
