The President of the Republic, Daniel Chapo, has just appointed, by presidential order, Ana Maria Gemo Bié to the position of President of the Administrative Tribunal.
The appointee is a career magistrate with experience in the Public Prosecutor’s Office and in matters of administrative and financial jurisdiction.
Since 2024, Ana Maria Gemo has worked at the Attorney General’s Office, in the Accounts Section of the Administrative Tribunal.
Previously, Gemo served as Director of the Central Office for Combating Corruption (2008-2024).
In 2007, she took on the role of Chief Prosecutor in Maputo Province and served as a Public Prosecutor’s Office Magistrate in the 3rd Labour Section of the Judicial Court of Maputo Province.
From 2000 to 2007, Gemo served as a Public Prosecutor’s Office Magistrate at the 7th Criminal Section of the Maputo City Court, after having begun her career at the 10th Criminal Section of the same court (1999-2000).
By Order of 7 June 2011, she was promoted to the rank of Deputy Attorney General, and in the same year, appointed Deputy Attorney General by Presidential Order.

The Administrative Tribunal, the body responsible for checking the legality of public expenditure is also the highest court for administrative matters. It acts as the country’s highest audit authority, ensuring the legality of public expenditure. The Tribunal Administrativo (TA) reviews actions against administrative acts, public authorities, and individuals related to administrative law and tax/customs matters, as well as appeals against the Audit Office’s rulings, according to the Association Internationale des Hautes Juridictions Administratives (AIHJA).
