Mozambique reaches bilateral debt relief agreement with Iraq - finance ministry

Seized assets resulting from illicit activity will be sold at auction tomorrow and the revenue collected will finance public works, including the operation of the Central Asset Recovery Office and the Asset Management Office, Noticias reports this Thursday, without giving further details.
According to the same source, the information was released yesterday in Maputo, at the launch of the Mozambique Asset Management Portal.
The Ministry of Economy and Finance (MEF) launched the Mozambique Asset Management Portal, which follows from the approval of the Seized Asset Management Regulation and the Administrative Procedures of the Asset Management Office, approved by Decree No. 31/2023, of 30th of May and which regulates Law nº 13/2020, of 23rd of December, the legislation allowed the Cabinet to operate in an increasingly efficient and effective manner.
Deputy-Minister of Economy and Finance, Carla Louveira, said on the occasion that this was a significant and historic milestone in efforts to strengthen transparency, efficiency and responsibility in asset management, especially in the context of actions against organized crime.
Revenues from the sale of recovered assets will be used, in accordance with current legislation, to finance the activities of both the Central Asset Recovery Office and the Asset Management Office, with the aim of making both offices self-sustainable, as well as reinforcing state budget revenues.
Thus, it will be possible to create a virtuous cycle where the financial result of asset management is channelled in part towards public policies by strengthening the capacity to investigate and combat organized crime, ultimately promoting a safer country free from organized and transnational crime and therefore more attractive to public investment.
Carla Louveira revealed that the Asset Management Office recently created at the level of the Ministry of Economy and Finance had already carried out the evaluation and allocation of movable and immovable assets, of which 19 were allocated for use by various public administration entities in the country and 12 properties were leased.
Likewise, to date, 48 vehicles seized from criminal organizations have already been allocated to public administration entities working in the security, health, education and penitentiary sectors, as well as to the National Criminal Investigation Service (SERNIC), while 24 refrigerators have been allocated to Maputo Central Hospital.
These allocations clearly demonstrate how illegally obtained and recovered assets can be used for the benefit of society.
It was with a view to ensuring transparency and accountability that the Asset Management Office created a portal for disclosure of all asset management acts in Mozambique, accessible to anyone interested.
The creation of the Asset Management Portal is a fundamental step towards promoting transparency and access to information, highlighted the deputy minister, adding that it will not only provide comprehensive information on operations and results, but will also serve as a vital tool to promote public responsibility and participation in efforts undertaken to combat organized crime.
The portal provides information on legislation, the powers and duties of the Asset Management Office, the monitoring of seized assets, and also serves as a platform to disseminate news and relevant asset management events, such as seminars, training and public auctions.
This tool also allows the production of various types of detailed reports on the management of seized assets, allowing the user to apply filters by province, year of seizure, type of asset and type of crime, as well as allowing them to obtain information about the use of seized assets, such as sale at auction, rental, allocation for public use, donation, among other essential data.
“We hope through this platform to ensure access to information in a dynamic and organized way necessary to comply with the principle of transparency and publicity in public administration,” Louveira concluded.
For her part, the National Director of State ASSETS, Albertina Fruquia, said that the Asset Management Office in its strategic plan will guarantee justice in the transformation of assets arising from crime into resources for public policies, and will also manage assets seized or recovered in favour of the state, conserve, protect and manage assets and assets in the custody of the state or recovered in favour of the state in a diligent and zealous manner, determine the alienation, capitalization, sale, allocation to public service or destruction, as well as the examination and registration of the valuation of assets seized or recovered in favour of the state.
A partnership has been established with the Mozambican Commodities Exchange [Bolsa de Mercadorias de Moçambique ] to carry out electronic auctions through the Commodity Information and Negotiation System – SINEM, developed by the Centre for Development of Financial Information Systems (CEDSIF).
