The Mozambican parliament, the Assembly of the Republic, elected Alberto Nkutumula as a judge of the Constitutional Council, the country’s highest body in matters of constitutional and electoral law.
He replaces Mateus Saize, who had to leave the Constitutional Council when President Daniel Chapo appointed him as Minister of Justice.
The election was the merest of formalities. Nkutumula was proposed by the parliamentary group of the ruling Frelimo Party, and he was unopposed.
Five of the seven judges on the Constitutional Council are elected by the Assembly in proportion to the number of seats each political party holds – which means that four out of the five are not genuinely elected at all but are appointed by the Frelimo parliamentary group.
Nkutumula was Minister of Youth and Sport under the previous President, Filipe Nyusi. His most recent post was General Secretary of the Assembly of the Republic.
