Beira City Council member Albano Carige António is due to fill the unexpired term of former MayorDaviz Simango, who died on February 22 , announced this Tuesday the President of the City’s Municipal Assembly Ricardo Langue.
Albano Carige held the position of Councillor for Construction and Urbanisation and was third in the Democratic Movement of Mozambique (MDM) list in the 2018 municipal elections, Langue told the press this Tuesday afternoon
Mozambican law provides that, in the event of a permanent impediment of the mayor, the member of the municipal assembly who follows the party’s head of list must assume the office.
In the case of the MDM, the second name on the list is MDM general secretary José Domingos, but he is prevented from assuming the position of mayor of the municipality because he suspended his functions as a member there to exercise the function of deputy in the Assembly of the Republic.
José Domingos has been a deputy for more than 365 days, and the law establishes that the suspension of mandate “cannot exceed” this period, either all together or periodic, during one term of office.
“The Municipal Assembly of Beira is currently meeting with the Ministry of State Administration to arrange details of the inauguration ceremony, which will take place on Friday,” Ricardo Langue said.
Daviz Simango, 57, suffered a cardiac arrest that cost him his life in the early hours of February 22, after being admitted to a South African health unit to which he was transported on February 13 when he suddenly fell ill.
Daviz Mbepo Simango was first elected Mayor of Beira in 2003 and reelected in all the following local elections. Daviz Simango’s predecessor in the post was. Chivavice Muchangage, elected in the 1998 Municipal Elections, the first held in the country.
