The Administrative Tribunal (TA) plans to build by 2024 more tax and customs courts, as part of the Economic Acceleration Measures (PAC), recently announced by Mozambican President Filipe Nyusi.
Initially, the courts will be built in Inhambane, Manica, Tete and Cabo Delgado provinces, due to the growing number of companies focused on the extraction of natural resources in those provinces, particularly hydrocarbon exploration.
The information was advanced on Tuesday (29), in Maputo, by a TA advisor, António Chuva, during a seminar under the theme: “Get to Know the Administrative Court.”
“In the scope of the Economic Acceleration Measures, conditions are being created for the implantation of provincial customs and fiscal courts. It should be noted that the measures prioritize the gradual expansion of tax and customs courts so that they will be deployed in all provincial capitals no later than 2024”, Chuva said.
For his part, the Accountant General in the TA, Molide Adamgee, cited several irregularities detected by the court in the approval of documents.
Without giving numbers, Adamgee said that there is an increase in the number of cases related to the appointment of civil servants who do not meet the minimum requirements, falsification of certificates of academic qualifications and tampering with the ranking list of competitors, among others.
In relation to construction and service contracts, he mentioned conflict of interest and trafficking in influence peddling; successive awards to the same entity; lack of announcements when launching the tender and awarding the contract, among other irregularities.
“We continue to verify irregularities in the hiring of employees without public tenders; appointment to non-existent positions in the staff; failure to meet the deadline for the declaration of the urgent convenience of service, and other situations related to construction contracts and provision of services”, he explained.
