Mozambique: Frelimo Central Committee meets on Friday, handover expected - report

Submission of civil society candidates for membership of the CNE ended on November 27, the Ad Hoc Commission of the Assembly of the Republic, in charge of managing the process, having received a total of 143 applications. Only seven seats are up for grabs.
After receiving the applications, the Ad Hoc Commission started its analysis this week, a process which will be completed within 30 days, after which the names will be submitted to the plenary session of Parliament for consideration.
While some names begin to emerge from the pack, the spotlight turns to the current President of the CNE, Abdul Carimo Sau, who will not renew his mandate, since he did not submit his candidacy.
At the highest level, therefore, the CNE will have a practically all-new composition. Along with President Abdul Carimo Sau, António Chipanga (first vice president) and Meque Brás (second vice) will also be leaving, having not been resubmitted by their parties (Frelimo and Renamo respectively).
Of the names submitted, the continued membership of journalist and political analyst Salomão Moyane is taken for granted, as are also António Macilau Vilankulo and Domingos Marques.
The Christian Council of Mozambique (CCM) submitted a total of 12 applications, and well-placed sources have confided to our newspaper that it is precisely from this group (of bishops and pastors of different churches) that the person who will preside over the National Election Commission will emerge.
Other strongly fancied candidates include Paulo Cuinica, Delfim de Deus, Alice Banze, Cândida Quintano, Rosita Alberto and Jacinta Nhamitambo.
The Ad hoc Commission is made up of five members: António José Amélia (president), José Manteigas (rapporteur), Lucília Hama, Gonçalves Maceda and José Domingos Manuel.
The CNE organic law (no 30 / 2014 of 26 September) requires that the body includes representatives of civil society organizations selected by public tender.
Currently, the CNE consists of Abdul Carimo, Paulo Cuinica, Jeremias Timana, José Belmiro, Rabia Valgy, Apolinário João and Salomão Moyana (from civil society); António Chipanga, Rodrigues Timba, Abílio Diruai, Eugenia Chipene, António Muacurica (from Frelimo); Meque Brás, Latino Ligonha, Fernando Mazanga and Celestino Cruz (from Renamo); Bernabé Nkomo (MDM); and Zuria Amisse, from the government.
