The Ministry of State Administration and Public Service is looking for a specialised company to audit the procurement files of 22 municipalities in Niassa, Zambézia, Sofala and Gaza provinces.
This work is part of the Mozambique Urban Development and Decentralization Project (PDUL), which has financial support from the World Bank.
According to the ministry, the initiative aims to improve the provision of services and the institutional capacity for decentralisation in the selected municipalities.
According to the Ministry of State Administration and Civil Service, the audit services to be provided by the company should cover the contracting activities carried out by the Project Management Unit (PMU) at central level and all of the activities financed under the Municipal Development Grants (MDU) carried out by the UGEA of the 22 municipalities in Fiscal Year 2021.
Recently, the Ministry of Economy and Finance harmonised and socialised the analysis of fiscal risks of local governments, with a focus on municipalities.
The idea is to promote the alignment of indicators, methodologies and practices that allow harmonising the way of identifying, measuring and managing fiscal risks at the sub-national level, contributing to the consolidation of planning, budgeting and reduction of the state’s exposure.
The Ministry highlighted that the country faces increasingly complex fiscal challenges and decisions taken at the local level have an impact on the sustainability of public finances and the quality of services provided to the population.
Decentralisation is a crucial issue for local development and improving the quality of life of citizens, as it allows for more efficient management that is closer to the needs of the population, promoting economic and social growth.
According to the source, decentralisation facilitates the provision of essential services, and also represents an important tool for reducing regional inequalities and promoting more balanced development in Mozambique.
