Mozambique: 2.5 million displaced by terrorism and natural disasters

Terrorism and natural disasters have displaced 2.5 million people in Mozambique, according to figures released on Wednesday by the National Institute for Disaster Risk Management and Reduction (INGD).

Yesterday, Maputo city hosted a meeting to discuss challenges and opportunities on issues of housing, land and property in the context of displacement due to terrorism and natural disasters.

The country is seeking to improve the articulation with various national and international organisations to better provide assistance to registered displaced people.

The vice-president of the INGD, Belém Monteiro, said that there are ongoing efforts to provide resources to the internally displaced.

“We are talking, specifically, about 1.2 million people displaced by conflicts alone. With regard to displaced people who are victims of natural disasters, we are talking about 1.3 million people. So this is where we are, in terms of concrete numbers. Afterwards, each of these situations has its follow-up,” he explained.

In Mozambique, INGD and partners intend to implement a project to manage internally displaced persons (IDPs) over the next four years. The project is budgeted at €3.5 million (around 241.5 million meticais).

“What can be guaranteed is that the institutions involved are making efforts to disburse the funds, which are covered for the implementation of activities from this year until the middle of next year,” he reported.

The Norwegian Council for Refugees, a partner of the INGD, considers that the country is making progress in the adoption of laws needed to improve the articulation between the various actors that deal with the issue of internal displacement.

“This conference, this work that we are doing here, is more to define the legal frameworks through which we support displaced people who almost always have problems with housing and property. It does not define how we can support [them],” explained Ulrika Blom, country director at the Norwegian Refugee Council.

Wednesday’s event brought together ministries, other relevant government institutions and international donors.
