Mozambique: MRM calls on tourists to stop buying illegal rubies - AIM

Of the total 135 submitted, 12 proposals from national and foreign companies have been pre-selected for consideration in the tender for the construction of the solar power plant in Dondo district, Sofala province, under the Renewable Energy Auctions Program (PROLER) launched in October by the President of the Republic.
The Chairman of the Board of Directors of the Energy Regulatory Authority (AREN), Paulo da Graça, announced the news after the opening of the proposals submitted on Monday in an act witnessed, in person, by nine jury members and by competing companies via digital platforms.
Because of the restrictions imposed by the COVID-19 pandemic, the 35 representatives of the pre-selected companies participated in the bid opening event held in the city of Maputo through digital platforms.
The jury members now have 15 working days, starting today, to evaluate and choose the companies which will move on to the last selection phase.
“In a two-stage contest, after the pre-qualified candidates are determined, we go to the real contest consisting of two stages. Those who have been qualified in this stage will be invited to submit technical proposals, in the first stage. Then, in the second stage, they will be invited to submit technical proposals too but also the remaining proposals, among them the financial proposal,” the AREN PCA explained.
Among the jury members representing the energy sector are the Bank of Mozambique, the Ministries of Labour, of the Environment and of the Economy and Finance.
The Dondo solar power plant will be able to generate 30 Megawatts of electricity to be fed into the national electricity distribution network.
The Chairman of the Board of Directors of the Energy Regulatory Authority, the entity responsible for collecting and managing the bid analysis process, made it known that national and foreign companies submitted documents, but did not reveal whether the 12 pre-selected proposals included national firms.
The auction program is governed by the Public Private Partnerships Law, as stated by the AREN PCA.
In addition to the Dondo plant, it is also planned to launch three more tenders, for the construction of power plants in Lichinga, Tete and Inhambane.
