The Mozambican parliament resumes plenary meetings today after the holidays, with the proposal presented by the president to revise the constitution a priority, the permanent committee has announced.
“The proposal for a timely revision of the constitution ranks highest among the 28 matters” on the agenda up until May 24, the first of the regular annual sessions, permanent committee spokesman Mateus Katupa said.
The matter is already in the hands of the first and fourth committees of the Assembly, which, after debate, will formulate an opinion.
Also on the agenda is a referendum bill that non-governmental organizations and the Mozambican Democratic Movement, the third-largest party in parliament, say is necessary to change the constitution.
The first proposal is the result of peace negotiations between President Nyusi and Afonso Dhlakama, leader of the Mozambican National Resistance (Renamo), the main opposition party.
The agreement lays down that provincial governors and district administrators will no longer be appointed by central government, but will be appointed by the political parties that win the elections to the respective assemblies.
The same will apply to municipality mayors, who will be chosen by the party with the most votes in the municipal assembly instead of being directly elected.
The parliamentary agenda for the coming months also includes the revision of the Penal Code, the creation of a Mozambican Financial Information Office, and a law establishing the principles and rules applicable to the state corporate sector.
Parliament will also discuss a proposal for a law on the legal framework for the fight against terrorism, debate the 2016 General State Accounts, and host questions to government sessions, in addition to hearing the annual report of the Attorney General’s Office.
