Mozambique: Government optimistic that 100-day plan will be fully implemented

The Assembly of the Republic of Mozambique will today (23.03) start discussing the proposal to amend the constitution so as to permit greater decentralisation of power in Mozambique.
The proposal for constitutional change was submitted to parliament by Mozambican head of state Filipe Nyusi in February, as part of an agreement with the leader of the Mozambican National Resistance (Renamo), Afonso Dhlakama, who died on May 3 from ill-health.
The consensus agreement is part of the dialogue they had been maintaining as part of efforts to find lasting peace.
Filipe Nyusi has reiterated his commitment to approving the document, noting that he has initiated contacts with Renamo’s new leadership, led by Ossufo Momade, head of the Department of Defence and a member of parliament for the main opposition party.
The proposed change to the fundamental law envisages the election of provincial governors in the general elections of 2019 instead of their being appointed by the president, and the election of district administrators from 2024.
The dialogue between the Mozambican government and Renamo also covers the appointment of officers from the armed wing of the main opposition party to senior posts in the Defence and Security Forces and the demobilisation and social reintegration of the remaining troops.
