The Mozambican government and Renamo yesterday announced the agenda of the meeting between the head of state and the leader of the main opposition party, which include the movement’s demand to rule in six provinces.
“The points of the agreed agenda include Renamo’s governance in the six provinces where it won the 2014 elections and the cessation of armed actions,” said Jose Manteigas, Renamo deputy and Joint Committee member told journalists after the meeting with the government delegation.
According to Manteigas, although no date for the meeting between Filipe Nyusi and Renamo leader Afonso Dhlakama has yet been set, the agenda also includes the integration of members of the armed wing of the main opposition party arm into the Armed Forces of Defence of Mozambique (FADM), Police of the Republic of Mozambique (PRM) and the Information and State Security Service (SISE).
“We have a fourth point on the agenda, which is the disarmament and reintegration of Renamo elements, and these four points we have agreed consensually,” Manteigas said.
Speaking for the government, Jacinto Veloso confirmed the consensus on the agenda points, but pointed out that some disagreement over the terms of reference of the meeting remains.
“There is a fundamental divergence. It is the government’s understanding that the great journey to peace and reconciliation must begin with a meeting between President Nyusi and the President of Renamo,” said Veloso.
In late May, the Mozambican government and Renamo resumed negotiations on the political and military crisis in Mozambique, the main opposition party having abandoned the dialogue with the executive in late 2015 on the grounds of lack of progress
