There are more than 24,000 real estate properties with ownership titles not regularised in favour of the state in Mozambique, as many as existed in 2014. During 2017, Filipe Nyusi’s government managed to register or regulate only 37 properties, the lowest number for five years.
The latest Opinion of the Administrative Tribunal (TA) on the State Accounts reveals that between 2013 and 2017 “the Government identified 29,304 real estate properties. Of this number, 16,879 properties have already been included in the e-Inventory and 4,922 registered in favour of the State. The total number of properties not regularised in favour of the State is 24,382. ”

The TA verified that in the five-year period under review, the level of inventory of real estate identified increased by 43.8 percentage points, from 13.8 percent in 2013 to 57.6 percent in 2017, in line with the intention to incorporate all the state’s real estate stock in the e-Inventory, “so that the General State Account [CGE] would reliably reflect the sTate’s assets and liabilities, in compliance with Article 13 (2) of Regulation of State Patrimony, approved by Decree no. 23/2007, of August 9”.
The Administrative Tribunal, the body which verifies the State Accounts, also noted, “that the degree of regularisation/registration of real estate in favour of the state increased by 9.9 percentage points, from 6.9 percent in 2013 to 16.8 percent in 2017. Thus, 83.2 percent of the real estate identified stills lacks verification of its legal situation, with a view to the regularisation of the respective titles in favour of the State.”
However, the Administrative Tribunal found that, “during the 2017 financial year, 37 properties were registered/regularised, the lowest number of the five-year period in question (0.2%).”
