Minister of National Defence Jaime Neto on Thursday urged inspectors of the Armed Defence Forces of Mozambique (FADM) to be more relentless in response to the terrorism plaguing Cabo Delgado and the armed attacks in the centre of the country.
Some districts of Cabo Delgado have not experienced peace and quiet for more than two years, in insecurity not confined to the province. In the centre of the country, too, armed men have attacked civilians, especially on National Road Number One (EN1).
“A good inspector is one who, stripped of all fear of reprisals, tirelessly seeks scrupulous compliance with the rules that guide the proper functioning of the institution where he is performing his duties,” Jaime Neto said during the inauguration of FADM officers in their new posts
“In this sector, we do not want administration that privilege interests exterior to those of the State, to the detriment of the effectiveness of the services the people committing them have sworn to serve,” he warned.
“The omission of unlawful administrative, financial or patrimonial acts to the investigation and inspecting actions is not, and never was, the best way to make a decision by the hierarchical superiors,” Neto added at the inauguration of the six FADM officers.
Minister Neto was not only appealing to good conduct in the matter of inspection, but also encouraged the officers. “That they persist in self-overcoming, preparation and combative readiness maintaining uprightness, civility and discipline, as well as internal organization, in order to overcome the challenges that the northern and central operational theatres present to us,” he said in reference to the need for close engagement in the fight against terrorism in Cabo Delgado and the armed attacks in the centre of the country.
Responding, Defence Inspector General Victor Muirequetule made the commitment demanded, while acknowledging the complexity of current events. “Operational activities are underway. We do not need a magic wand, but will continue to encourage the Defence and Security Forces to carry out operations on the ground,” he said.
Combating insecurity in Cabo Delgado and the centre of the country is also dependent on good communication among the General Staff. For this reason, head of the Communications Department Commodore Aníbal Rafael is committed to making the division more dynamic.
“Our communications have a complete security system with an excellent encryption system which prevents our information from falling into enemy hands,” the commodore said, speaking yesterday on the sidelines of the inauguration ceremony.
In addition to the Inspector General for Defence and the General Staff Chief of Communications, four other officers also took office. João Baptista Cuinhane became deputy defence inspector general, Alberto Idrisse Mugude head of the minister’s office, Cipriano Pio delegate of the provincial recruitment centre in Nampula, and Gil Lucas Ganhane, commander of the Chókwé production unit.
