DRC, Rwanda agree economic framework outline as part of peace deal

President of the Republic, Filipe Nyusi, yesterday granted a pardon to 24 citizens from the districts of Memba, Nacala-Porto, Mogovolas and other parts of Nampula province who had been recruited into the ranks of the Cabo Delgado terrorists, but subsequently renounced violence.
The former rebels were pardoned at a popular rally in the main village of Memba district, where those recruited in Nampula were presented by the head of state. Most of them had joined the terrorists on false promises of employment and business opportunities, among other deceptions.

Those thus recruited were then indoctrinated to forsake formal education, eschewing the work of teachers and promising disobedience to the authorities.
Some of those pardoned reported that anyone who asked to be released on the grounds that they had families to care for were summarily executed.
