On 31 July, the Maputo City Municipal Police began a campaign of monitoring compliance with traffic rules, as provided for by the law covering Maputo and the other 52 municipalities.
Article 10 (d) of article 10 of the Road Code states: “The supervision of compliance with the provisions of the Road Traffic Code and other traffic legislation belongs, without prejudice to other specially competent entities, to the municipalities on the roads, streets and municipal roads.”
These functions were delegated to the Municipal Police in 2011. The municipality explains that it is only enforcing them now because it was not a priority in the past. The degree and content of supervision is the same as that of the Traffic Police.
The Municipal Police says that the campaign aims to educate drivers in light of the persistent disrespect for traffic rules in Maputo, with the municipality reporting that the first 15 days of the measure’s entry into force were on balance positive.
City council spokesman Joshua Laic has asked citizens to report any attempted extortion by Municipal Police immediately.
