The mayor of Maputo, David Simango, has ordered the municipal police to stop traffic inspections until there is a definite ruling on the matter by the National Institute of Land Transport (INATTER).
Simango said he had information that the National Traffic Council would meet to discuss and decide on the subject, subject to public debate.
“I received a letter from INATTER informing me that it wants to organise a national council to evaluate this issue and, as a result, I expect this body will decide whether or not the municipality can inspect vehicles,” he said.
Simango said no more on the grounds that he didn’t want to risk taking a final position, but did say he had given the municipal police instructions to not to inspect beyond compliance with the municipal regulations.
“Pending the INATTER decision, I gave clear instructions to the Municipal Police Command not to make any interventions in areas on which there is disagreement. As to merits and demerits, I would rather not comment just now,” he added.
Meanwhile, the INATTER director general had earlier ruled out municipal police inspecting private vehicles, saying at the end of the Coordinating Council that the Maputo municipal police had no powers to do so.

According to Folha de Maputo, the director general said that it was the responsibility of the municipal police to supervise parking and control passenger transport routes, participate in road accident management with the regular police and protect accident scenes.
INATTER stated that the powers of inspection belong to the National Road Council (of which INATTER is a member), and Maputo city council has not consulted either INATTER or the National Road Council on the inspections it is currently carrying out.
