Mozambique: Policemen arrested for kidnapping - AIM report

The Municipal Council of Maputo City (CMCM) raised 3,334,000 meticais [around US$52 thousand at current exchange rates] in the first half of this year from fines for irregular parking and car-washing on public roads.
The Head of Information and Civic Education Department, Arsenia Miambo, said that, during the period under review, irregular parking had resulted in the fining of 3,317 motorists, 17 vehicle owners were fined for the washing of vehicles on public roads.
The penalty for washing vehicles on public roads is levied by the CMCM in order to minimise damage to asphalt and sidewalks from the accumulation of water and detergents used in vehicle cleaning.
A fine of 1,000 meticais is applied for the offense and the penalty, according to Arsénia Miambo, falls on the owner of the vehicle, it being assumed that the ‘car washer’ would have been ‘hired’ by the driver.
The kaMpfumo municipal district [central Maputo] is especially notable for irregular parking and car washing, Arsénia Miambo said, and, despite the penalty in force, car washers persist in their activity, justifying it with the lack of alternative profitable work.
Meanwhile, the sale of food meals from vehicles, and without a municipal license, is still sanctioned as irregular parking, as the municipal decree prohibiting and penalising the activity on public thoroughfares is still under review.
