The President of the Pan-African Parliament, Chief Fortune Zephania Charumbira, met community leaders from Maputo city, in southern Mozambique, this Wednesday (27-08).
Chief Charumbira interacted with representatives of traditional power as President of the Pan-African Parliament and as a traditional leader of the southern region of Zimbabwe himself, currently serving as Vice-President of the Zimbabwe’s National Council of Traditional Leaders.
Charumbira explained that it was as a traditional leader that he was elected Member of the National Assembly of Zimbabwe, Zimbabwe’s constitution allocating 18 seats in parliament to traditional power, with each province having two seats reserved for traditional leaders.
The President of the Pan-African Parliament spoke to his peers about the role of traditional power in Zimbabwe and its relationship with state and government institutions, saying that they played a crucial role in Zimbabwe’s social stability and coordinate with the executive branch on the priorities of their respective jurisdictions.
According to Charumbira, traditional power in Zimbabwe also functions as a Community Court, helping resolve conflicts.
Charumbira acknowledged that the relationship between traditional leaders and the government was not always viewed favourably by opposition parties, but described this perception as a distorted view.
He clarified that, in Zimbabwe, traditional power was an integral part of the state, enshrined in the Constitution, and that it was in this context that traditional power interacted with the government and other branches of government in Zimbabwe.
The President of the Pan-African Parliament therefore advised Mozambican community leaders not to distance themselves from decision-making circles.
In their interaction with Charumbira, representatives of traditional power in Maputo expressed their desire, similar to the Zimbabwean political system, to have representation in bodies such as the National Assembly, provincial assemblies, and municipal assemblies.
They also emphasized the need for greater recognition by the Mozambican state of community leaders, with them receiving a subsidy and transportation allocation.
The secretary of state for the City of Maputo, Vicente Joaquim, thanked the President of the Assembly of the Republic, Margarida Talapa, for including the meeting with community leaders in the itinerary of the official visit of the president of the Pan-African Parliament.
According to Joaquim, the gesture reinforces the conviction that Africa was built by all leaders and parliamentarians, but, above all, with the people.
Charumbira’s visit was then memorialised with the planting of a tree in the garden of the State Representation Council of the City of Maputo.
