Residents of Maputo will next year start to pay a separate sanitation fee, on top of their regular water bills.
A memorandum of understanding signed Wednesday between Maputo City Municipal Council (CMCM) and the Water Regulatory Authority (AURA) establishes the collection of this fee, introduced by the resolution on sanitation and drainage.
Maputo Mayor Eneas Comiche said that the memorandum was important because it will allow the municipality to collect the sanitation fee, established by the Sanitation and Drainage Posture resolution approved by the council.
Comiche added that “the introduction of this fee is in line with the principles established in the Water Law, Tariff Policy, Water and Urban Sanitation Strategy, the Law of Local Authorities and the Law of Local Finance, and aims to promote the improvement of the quality and the increase of sanitation and drainage coverage throughout the service chain, from customer service and interface with users to the final destination”.
Mayor Comiche also said that the implementation of the measure will ensure that sanitation services (drainage, sewage and septic tank cleaning) have the capacity and autonomy to generate revenues, allowing improved operation, maintenance and investment in the expansion of the drain and sewage network.
“The agreement also provides for the improvement of quality and the increase in sanitation and drainage coverage in the entire service chain, from the service and interface with users to the final destination,” the Maputo mayor said.
The size of the tariff would be determined soon, he added.
Comiche explained that clients with water consumption equal to or below five cubic meters per month are exempt from paying this fee, as are those served by private water suppliers.
Eneas Comiche stressed that more than 30 percent of the inhabitants of Maputo city do not have access to basic water and sanitation services, and the introduction of the fee was one of the ways the authorities would be able to address this situation.
Suzana Loforte, chairperson of the Board of Directors of AURA, said that the memorandum is part of the strategy of searching for local partners to guarantee water supply throughout the national territory.
“It encourages the municipality to improve services with regard to water and sanitation,” she said, indicating that in the coming days citizens would be informed about the process, so that they know why they are paying the sanitation fee and what the amount charged would be used for.
“There are a series of obligations that the parties (CMCM and AURA) will have to satisfy in order for the process to proceed smoothly,” she said.
