Macau has signed a cooperation agreement with Brazil in the area of consumer protection, just as it did with Portugal, and another is being negotiated with Mozambique.
The signing of the agreement between the Consumer Council (CC) of Macau and Proteste – Brazilian Association for Consumer Defence – is justified by the efforts of the Macau authorities to strengthen cooperation with Portuguese-language countries, but also by the expectation of a growing flow of tourists with Brazil, the authorities explained in a statement.
“In order to fulfil its mission of serving consumer organisations from China and Portuguese-speaking countries [PLP], the CC, after having joined Consumare – the International Organisation of Portuguese-language Consumer Associations, has been committed to signing cooperation protocols with more consumer organisations” from Portuguese-language countries, said the member of the executive committee of the CC Chan Hon Sang, cited in the same note.
The same person responsible gave as an example the recent signing of a protocol with Deco – Associação Portuguesa para a Defesa do Consumidor, repeating the same initiative now with the Brazilian association Proteste.

On the other hand, Chan Hon Sang highlighted the fact that Brazil is planning the implementation of visa waiver policies for Chinese citizens, which is why it is expected the increase in tourism and consumption activities between China and Brazil.
In other words, the conclusion of a cooperation agreement between Macau and Brazil will enable the SC to better prepare itself to meet future needs, he added.
The agreement signed on Wednesday also aims to boost cooperation between the CC and Proteste in the area of training, exchange of information and organisation of seminars and workshops.
The CC representative said that the Mozambique Economic Activities Inspectorate had already expressed interest in concluding a cooperation protocol in July, which was currently under negotiation.
Finally, he explained that, within the framework of the protocols signed, the CC creates a mechanism for channelling consumer disputes between Macau and the PLPs, as well as becoming a platform for channelling consumer disputes between consumer organisations in Mainland China and the PLPs.
Currently, CC has protocols signed with consumer associations in Greater Guangdong Kong-Macau Bay (a region that encompasses its special administrative regions and nine Chinese cities in Guangdong province), as well as those in Fujian and Jiangsu provinces and the city of Tianjin.
