Four years after the first public consultations, the resettlement of households from the areas covered by the gas liquefaction plant project could finally start in the first quarter of 2017. The long and complex process – at times tense – may be close to entering a decisive phase following the approval of the resettlement plan by the Palma district government last November.
The Director of Land Management and Resettlement at the Ministry of Land, Environment and Rural Development (MITADER) Mr Dgedge acknowledges that the preparation of the resettlement plan has been delayed but says the complexity of legal and technical procedures made this inevitable. Mr Dgedge added that the proponents of the plan, including the multinationals Anadarko and ENI, were slow to accommodate the recommendations of the populations concerned and only submitted the document in July, four months after the deadline.
After submission, MITADER began the evaluation process to assess whether the plan complies with the law and the aspirations of the families concerned. After approval by the Ministry, the plan was approved by the district government of Palma.
The resettlement plan will now be ratified by the government of Cabo Delgado and later published in the Boletim da República. It will then be ready to be implemented.
