Beira municipal council on Thursday (March 31, 2016) submitted to the plenary session of the municipal assembly its amended list of Beira street and place names. The proposal was approved by the MDM majority in the chamber, with Frelimo councilors abstaining.
Frelimo said that “the allocation of place names follows the principle of national unity. National citizens are noteworthy in several areas of interest, such as the national liberation struggle, history, sports, science, culture, education, production, political, social, and economic, religion, defence and security. Why not follow these criteria? The Frelimo bench does not agree with some of the proposed names”.
However, Frelimo did not specify exactly which names it disagreed with.
“…names of blood…”
When challenged on the Frelimo position, the party spokesman said: “The Frelimo bench understands that … and I also think that the mayor knows very well … there are names, which are names of blood which we can not exalt this because doing so would be exalting the atrocities that we are experiencing in our country.”
In response to the “names of blood” comment, Mayor Davis Simango said that “the proposal came from the population. A joint committee was established precisely to promote transparency and was conducted as such. We as the executive can not go against the decision of the population which has put us here to represent them. What we did was to represent the people according to your request. And I want to remind people that, in a democracy, you sometimes have to sup with the devil”.
The city council has justified the need for change on the grounds that Beira had gone through many distinct stages, economic, social and cultural, since its elevation to city status on August 20, 1907, and needed to acknowledge the many contributions to its growth in its infrastructure names.
In the course of a mailing operation concerned with the modernization of the city in the early 2000s it became apparent that, of a total of 965 roads in existence, only 182 had names, some of which were outdated form a sociological, political and cultural perspective.
To assign and update the names, a joint committee was established Resolution No. 1 of September 11, 2015 at the 15th Ordinary Session of the municipal council.
THE AMENDMENTS ADOPTED
