Mozambique: Chapo awards honorary titles to over a thousand citizens

In an environment of “total” concord, the Assembly of the Republic of Mozambique yesterday passed the proposed Law of State Representation in Maputo City.
Although it still needs definitive consideration, the legal provision establishes the framework for the organisation and functioning of state representation in Maputo City, with its highest exponent the capital’s Secretary of State.
Given Maputo’s special status, the regime of provincial and district decentralised governing bodies is not applicable, and, unlike the other provinces of the country, it will not have a provincial governor elected by secret and universal suffrage.
State representation in the capital city comprises the Secretary of State of Maputo City and the Maputo City Council. Like the others, the Maputo City Secretary of State will be appointed and dismissed by the President of the Republic.
This figure represents the state in the capital city and ensures the performance of exclusive and sovereign functions of the state, such as defence and security, public order, border surveillance, the issuing of currency and diplomatic relations.
The proposed law guarantees that the representation of the state in Maputo City and the Maputo City Council will meet in collective coordination, in terms still to be regulated, without prejudice to other ways that contribute to a permanent coordination of actions, including the exchange of information between the bodies.
In terms of structure, the draft law states that the representation of the state in the city of Maputo will work through the office of the Secretary of State and the city directorates. The office of the Secretary of State will carry out organisational, technical-administrative and protocol activities.
According to the proposal, administrative acts by the Secretary of State of Maputo City take the form of dispatches when enforceable and work orders when they are generic instructions. The acts are communicated to the interested parties and published according to the rules of operation of the public administration services.
As regards the financial regime, the law stipulates that the representation of the state in Maputo City is that of the State Financial Administration System.
The recognition of community authorities in the capital city of the country is the purview of the Secretary of State and Maputo Municipal Council, according to the attributions and power of appointment attached to each one by law.
The legal proposal comes into force on the date of proclamation of results of the forthcoming 15 October election for the Provincial Assemblies.
