The National Land Policy Review Commission is advocating mass community participation in the debate around adapting the instrument to the challenges of the country’s socio-economic growth.
The government agency is also encouraging women, as the largest category of land user in Mozambique, to take the lead in the process.
The ten-member National Land Policy Review Commission was created under ministerial diploma number 56/2018, and is mandated to coordinate, prepare and conduct the consultation process of the National Land Policy review, including its implementation strategy and the respective regulatory and institutional framework.
The commission is led by Messimba community leader André Calengo, from Lago, in Metangula, Niassa province, who lists some of the challenges, supported by the members of the commission.
Odete Magumela, one of the women on the commission, cites as one impediment beliefs in the country’s central and northern regions, where women have little participation in public life.
Another member, independent consultant Eduardo Chiziane, also warns of the danger of a weak consultation process.
Though starting in the unusual circumstances of to Covid-19 pandemic, the Commission has a period of 12 months to present the results of the consultation.
