Mozambique: Government prepares 'protection belts' along freight corridors

Speaking at the Ministry of Labour, Employment and Social Security public consultations on the revision of the Labour Law, representatives of public companies have expressed concern about procedures leading to the opening of disciplinary proceedings.
The concern arises from the procedures leading to the instituting of disciplinary proceedings against employees of a company which has committed an offence susceptible to result in a criminal lawsuit.
This concern was expressed during a recent consultation session, where human resource managers and lawyers representing public companies argued that there should be a clear connection between the disciplinary labour process and the criminal process. They understand that “criminal proceedings must produce legal effects on the disciplinary proceedings if they result in the conviction of the offending employee in connection with his or her professional activity in the company”.
The points stimulated debate on the part of the representatives of the ten public companies contributing to the Labour Law in force now for more than ten years and about to be updated.
Also in the list of the contributions from the companies mentioned were justified absence, fixed-term employment contracts and compassionate leave leave.
Taking current sociocultural norms into account, it has also been suggested that the five days granted for the death of the father should also be granted for the death of a father-in-law, against the current two days.
The companies also requested a review of the conditions for a fixed-term employment contract to facilitate the hiring of workers.
The public hearings are carried out under the coordination of the National Labour Directorate, which also involves the General Labour Inspectorate, the Labour Mediation and Arbitration Committee, the Legal Office of the National Social Security Institute (INSS) and the National Employment Institute.
Representatives of the National Road Administration (ANE), Mozambique Railways (CFM), Electricity of Mozambique (EDM), Road Fund, FIPAG, IGEPE, Mcel-Moçambique Celular, PETROMOC and Telecomunicações de Moçambique (TDM) attended the event.
