Labour inspectors must play an active role in the fight against forced labour and trafficking in persons, according to Deputy Attorney General Amabélia Chuquela.
Speaking at the opening of a trafficking seminar for labour inspectors, Chuquela explained that forced labour and trafficking constitute serious violations of human and workers’ rights, generate significant profits, and are sometimes linked to other illegal activities such as tax evasion and social security contribution fraud.
The training focuses on the need to empower inspectors in domestic and international legal matters related to the phenomenon, and guide them regarding indicators used to identify potential victims and how to deal with them.
“This training should significantly improve the performance of labour inspectors in responding effectively to sensitive cases involving potential victims of forced labour or trafficking in persons. At the end of the course, participants should be able to identify possible cases of trafficking and know the procedures to follow in such cases,” she said.
In Chuquela’s view, regular inspections of occupational health and safety conditions and illegal employment situations can reveal indicators of situations of possible forced labour, and labour inspectors and other related entities can play a key role in identifying these cases.
Considered one of the worst human rights violations, human trafficking is on thenincrease worldwide, with people being traded for sexual exploitation, domestic servitude and organ removal, among other motivations.
Mozambique is a source and transit country and, to some extent, also a destination. The barriers to overcoming this phenomenon are numerous, from the need for legislative changes that address the peculiarities of the crime through to institutional strengthening.
The two-day training is a collaboration with the International Organisation for Migration (IOM) and the Ministry of Labour, Employment and Social Security.
