Former Mozambican finance minister Manuel Chang was handed over this morning to US police agents in Johannesburg and extradited by private jet to the United States of America (USA), a South African government source told Lusa.
“The Ministry of Justice can confirm that Mr. Manuel Chang has been surrendered to law enforcement agencies in the United States of America, where he is expected to be tried for a variety of matters related to fraud, among others,” Ministry of Justice of South Africa spokesperson Chrispin Phiritold Lusa.
“Mr Chang left the country this morning,”Phiri added.
Meanwhile, a communique issued by the South African Ministry of Justice and Correctional Services (please, see image below) reads: “The Ministry of Justice and Correctional Services confirms that the Republic of South Africa’s law enforcement agencies successfully surrendered Mr Manuel Chang to the United States of America on July 12, 2023”.
“Mr Chang was detained by South African Police Services at Oliver Tambo International Airport on December 30, 2018, following a provisional arrest warrant issued by the United States District Court for the Eastern District of New York. The United States and the Republic of Mozambique requested his extradition on various counts,” the communique continues.
“After several hearings in 2019 by the Magistrates Court in Kempton Park and the 2019 and 2021 High Court of South Africa Gauteng Local Division, The Republic of Mozambique filed applications with the Supreme Court of Appeal and the Constitutional Court of South Africa.
“In May 2023, the Constitutional Court denied leave to appeal, citing lack of reasonable prospects of success after reviewing an application for condonation and an application for leave to appeal,” the media statement concludes.
