Mozambique: Chapo attends African Union Summit

Today the President of the Republic appointed former Minister of the Interior Basílio Monteiro to the post of Secretary General of the National Council for Defence and Security of Mozambique, Sala da Paz reports. Meanwle, Filipe Nyusi had yesterday appointed Mariano de Araújo Matshinhe and Joaquim João Munhepe Muhlanga members of the National Council for Defence and Security, the Presidency of the Republic announced in a statement on Thursday.
Mariano de Araújo Matshinha is a veteran of the country’s liberation struggle and a historic member of the Front for the Liberation of Mozambique (Frelimo), the party in power in Mozambique since independence (1975), having served as Security Minister in the 1980s.
Joaquim João Munhepe Muhlanga, also a veteran of the liberation struggle, is a ruling party general who joined Frelimo in 1964, having distinguished himself in the war against the Portuguese colonial regime.
In light of a recent legislative revision, the National Council for Defence and Security (CNCS), which is chaired by the head of state, has ceased to be a consultative body of the President of the Republic only, and has now become available to other state entities as well.
The amendment foresees more state entities starting to consult the CNCS on defence and security matters when reacting to threats or taking decisions within the scope of their competences.
Under the same amendments approved by parliament, the CNCS will also integrate the Ministry of the Sea, Inland Waters and Fisheries, in addition to the ministers of defence and security, who were already part of the entity.
