The Joint Commission peace dialogue is beginning to show signs of progress, with Renamo member Jose Mantegas announcing that the Commission that will propose a decentralisation model to parliament in response to Renamo’s demand on governance of the six provinces where it claims victory in the 2014 general election.
“The Joint Commission will produce a proposal that addresses decentralisation, safeguarding the first point (of the dialogue). This proposal will be a legal instrument to be submitted in the National Assembly,” Manteigas said after last Friday’s dialogue session in Maputo.
Still in the two-hour Friday session and in the presence of mediators, the government and Renamo teams discussed the second item on the agenda – the cessation of armed attacks. The parties agreed that the mediators should meet Renamo leader Afonso Dhlakama to discuss an end to the actions.
“There was still a substantial discussion on this point, but what was agreed at the commission level is that the mediators need to meet Afonso Dhlakama, and that the commission study the mechanisms the security measures for this meeting” , said Manteigas, who did not open room for questions.
