The Ministry of Labour, Employment and Social Security (MITRESS) is to launch a campaign called “Jobs Are Not To Be Paid For” by to discourage illicit payments for job opportunities.
Anastacio Chembeze, Director General of the National Institute of Employment and Vocational Training (INEFP) explained to Noticias that, in recent times, people have complained of being asked to pay for employment vacancies, which is contrary to the constitution.
“{The campaign] is a way of telling citizens that looking for a job is a right enshrined in the constitution, meaning that the state promotes employment and will continue to do so, and that we want to restore legality,” he said.
Meanwhile, inspection of private employment and training agencies to determine the legality of their operation is ongoing since last week.
Since the economy has been liberalized and people are no longer required to sign up with INEFP for employment, many employment agencies have sprung up, some of which operate without meeting minimum conditions.
For example, Chembeze said that earlier this year a monitoring campaign was carried out and 41 of 88 private employment agencies were found to be operating irregularly. Others had expired licenses or no longer met conditions and were invited to close.
“Until the 24th September we will be carrying out inspection work along with the General Labour Inspectorate. When we did the audit work earlier this year we saw that some agencies had expired licenses and fined them. In others, the problems were unsolvable so we fined them and ordered them closed,” Chembeze said.
The new hard line also extends to employment and vocational training agencies whose leaders are being asked to install them in provinces or areas that really need these services.
“We do not just grant licenses for the sake of licensing. We are currently refusing training in certain areas we feel are saturated. For example, 75 percent of vocational training centres are in Maputo. If someone wants to give an oil and gas course in Maputo, we recommend they give it where the industry is,” explained Chembeze.
