Filomena Panguene Sumbana, wife of Fernando Sumbana, former minister in the governments of Joaquim Chissano and Armando Guebuza, was detained yesterday morning in the context of the ongoing National Social Security Institute (INSS) fraud case.
The INSS case has already led to the pre-trial detention of the former Mozambican ambassador to Angola, Helena Taipo (former Minister of Labour, Employment and Social Security, who oversees the INSS).
According to the Carta de Moçambique, one of Filomena’s sons, Lucio, also stands accused in the matter and has recently been released on bail.
According to the same source, Filomena and Lucio are managers of a family business, Final Holdings. The board of directors also includes the names of Victor Sumbana and Andrew Tembani.
The wife of the former minister has been running the company since the year 2000, and recently underwent surgery in South Africa, according to the same source.
When Lúcio Sumbana was arrested and released, he said that Final Holdings had never had any business with the INSS and that the only relationship with Helena Taipo was a loan of 30 million meticais allegedly requested by the former Minister of Labour in 2014 to finance Frelimo and Filipe Nyusi election campaigning.
