On March 29, 2022, India’s Ministry of Commerce and Industry MOCI) issued Notification No. 63/2015-2020. This notification extends the unrestricted (free) import policy for pigeon peas (Cajanus cajan) and urad/black gram lentils (Vigna mungo) to March 31, 2023 (favourable treatment had been set to expire on March 31, 2022). Entry of these pulses can continue through March 31, 2023, without any quantitative restrictions, but remain subject to existing import duties.
General Information
On March 29, 2022, India’s Ministry of Commerce and Industry MOCI) issued Notification No. 63/2015-2020 (see, Appendix I). This notification extends the unrestricted (free) import policy for pigeon peas (Cajanus cajan) and urad/black gram lentils (Vigna mungo) to March 31, 2023 (favorable treatment had been set to expire on March 31, 2022). Entry of these pulses can continue through March 31, 2023, without any quantitative restrictions, but remain subject to existing import duties.

Date of Enforcement: Import consignment with bill of lading issued on or before March 31, 2023.
Background: Through May 14, 2021, imports of select pulses, which include peas (HS 0713.10) – green peas, yellow peas, Dun (Dundale) peas, pigeon peas, mung beans (Vigna radiata), and urad/black gram lentils, were on India’s restricted import list. All were subject to specific Indian fiscal year (IFY AprilMarch) import quota volumes. The Indian government determines import quota volumes based on the
local supply and demand situation.
On May 15, 2021, the MOCI issued Notification S.O. 1858 (E). The notification amended the import policy for select pulses – pigeon peas, mung beans, and urad/black gram lentils – removing these from the restricted list and placing them on the free list. The notification authorized the unrestricted import of consignments with bills of lading issued on or before October 31, 2021, and which cleared Indian Customs before November 30, 2021. However, India by September 13, 2021, opted to extend unrestricted imports of pigeon peas and urad/black gram lentils for imports with bills of lading until December 31, 2021. The measure removed quantitative import volume restrictions on the commodities. Peas (green, yellow, and Dun peas) remain on India’s restricted list (see, GAIN-INDIA – IN2021-0069 – India – Food Inflation Concerns Lead to the Removal of Import Restrictions on Select Pulses).
On December 20, 2021, unrestricted imports of the three select pulses was extended until March 31, 2022. However, on February 11, 2022, the Indian government issued a new notification moving imports of mung beans back onto the restricted list with immediate effect. With the latest MOCI notification, imports of pigeon peas and black gram lentils will continue to remain on the free list. That is, imports are allowed without any quantitative restrictions. However, imports of the other peas (i.e., green, yellow, Dun) and of mung beans remain on the restricted list; no import quotas have been announced.
